The issue
After the failure of the UNFCCC Copenhagen Climate Summit, to prepare for the Cancun COP in 2010, the European Commission revisited the analysis of the implications of the different levels of ambitions (20% and 30% targets) and assesses the risk of carbon leakage. It published a communication "Analysis of options to move beyond 20% greenhouse gas emission reductions and assessing the risk of carbon leakage".
Contribution of the EC4MACS project
The EC4MACS model toolbox provided quantitative technical analyses for the Communication, which has been incorporated into the Staff Working Documents that accompany the Communication:
