The benefit assessment is coordinated by Dr. Mike Holland from EMRC. EMRC specialises in impact assessment and cost-benefit assessment. The team includes Ricardo-AEA Technology, one of the UK's largest environmental consultancies, and MetroEconomica (specialists in environmental economics). All three have participated extensively in Community funded work, for example the and the cost-benefit analysis of the CAFE programme for EC DG Environment.
